Stormwater Laws

Seattle's Stormwater Code requires all businesses to implement "good housekeeping" measures. If you operate a Seattle business you must:

  • Maintain your drainage control systems, such as conveyance systems, detention systems and treatment systems
  • Identify and eliminate illicit connections to storm drains
  • Regularly clean driveways, parking lots and sidewalks

High-risk pollution generating businesses

In addition, Seattle business that are engaged in what are called high-risk pollution generating activities must also:

  • Implement operational source controls as specified in the Seattle Source Control Technical Requirements Manual (PDF, 1.57 mb)
  • Develop and implement spill prevention plans and procedures for prevention and immediate containment of spills
  • Make plans, procedures and schedules available to Seattle Public Utilities upon request

If your system drains only to the combined sewer system, your requirements are minimal. Stormwater Code Structural Measures

Seattle's Stormwater Code also requires certain structural measures for business that implement projects involving high-risk pollution generating activities. These businesses must implement structural source controls to the maximum extent possible to the portion of their site in development. The structural source controls shall include, but not be limited to:

  • Enclose, cover or contain the high-risk pollution generating activities
  • Collect drainage from containment area for appropriate disposal or treatment
  • Pave, treat or cover the containment area
  • Prevent precipitation from flowing or being blown onto containment areas
